Town's 2021 accomplishments and goals for 2022
Please see the following message, from Town Manager Helen Migchelbrink, outlining major accomplishments from 2021, as well as a handful of the goals for 2022:
As we begin 2022, I believe it's important to reflect on the previous year and recognize the accomplishments made along the way. I am incredibly proud of the vision and dedication from town staff and the Board of Trustees. Together, we maintained our focus and tackled a significant number of projects:
2021 Accomplishments
RESPONSIBLE GROWTH
- Over 300 residential home permits
- Provided interactive mapping platform for public access to development and comprehensive plans
- Implemented Community Connect platform for building permit applications
- Ziggi's Coffee Headquarters grand opening
- Strategic annexations
RELIABLE INFRASTRUCTURE
- 3rd street reconstruction project from WCR 34.5 to northern town limits
- Completed design of Welker and 3rd Street intersection
- Groundbreaking for new Public Works Facility
- Exploring regional broadband
- Began improvements of Lorin Mead Park at Highland Lake
PUBLIC SAFETY
- Implemented body worn cameras for all officers.
- Hiring Police Commander and 2 officers
- Executed safeguards against cyber threats
- Facility digital locking system
FISCAL STABILITY
- Established street improvement fund with 1% sales and use tax increase
- Fishing is Fun grant
- Safe Routes to School grant
- CDOT Revitalization grant
- Implemented new development impact fee schedule
CONNECTED COMMUNITY
- Launched recreation and events brochure
- Designed wayfinding signage to increase economic development and promote community connections
- Bean Plant Community Center outreach and preliminary design
- Increased communication and social media presence
- Continued support of the Mead Area Chamber of Commerce, Mead Motorheads, and a variety of school activities
The new year brings new challenges and renewed excitement. Mead has a lot to look forward to in 2022, and I am eager to get to work on the following goals identified by the Board of Trustees and town staff:

- 3rd Street & Welker intersection improvements
- Complete Public Works Facility
- Enhanced communication tools
- Implement new recreation registration software
- Finalize Bean Plant Community Center Design
- Increase public-private partnerships
- Complete North Creek Floodplain Analysis
- Design SH 66 pedestrian underpass
- Complete fishing pier and other improvements at Lorin Mead Park at Highland Lake
- Software for Records & Evidence Management
- Regional broadband opportunities
- Continue residential construction with variety of home choices
- 5-year review of Comprehensive Plan & Future Land Use Map
- Revise Land Use Code
- Construction of Project Frogger & Elevation 25
- Construction of Mead Distribution Center & QuikTrip
- Final Plat of the Meadow Ridge subdivision.
- Zoning of the Turion project
- Improve employee recruitment and retention
- Building modifications for PD
- Municipal facilities feasibility study
